what reputation should I have, mine is currently positive

I've only played this game for a few days, I just wanna point that out that I'm still new, I've been trying to unlock every character on sandbox, yet I can't unlock Zoe, or to simply put it, she won't appear, I've been on Fandoms/Patreon to find out why she doesn't appear, yet nothing shows up, I'm using the most recent version, I also use the public version, and I Currently use Sandbox, do I need to be on story mode to get her, or is it just a bug and I need to re-download?
